ABOUT US
TrueScore Consulting is a small program evaluation and research firm founded in 2002. Both principal consultants (Dr. Naomi Chudowsky and Dr. Victor Chudowsky) work directly on each project. Our backgrounds are in education research and policy analysis. We have a combined six decades of experience providing research services to decision-makers in government, nonprofits, philanthropies, and academia.
Our first clients were top education think tanks in Washington, DC. Some of our work received national media attention in outlets such as CNN, C-SPAN, Education Week, WSJ, and NYT. Our research on student achievement gaps was cited in testimony before the U.S. House and Senate Committees, and in briefs filed before the U.S. Supreme Court.

Naomi Chudowsky, Ph.D., is founder of TrueScore Consulting. She has worked in the field of educational research for over 30 years. After completing her Ph.D at Stanford University in educational psychology and measurement, Naomi coordinated the development of a new statewide high school testing program at the Connecticut State Department of Education. From there she moved to Washington, DC, where she worked on President Clinton’s Voluntary Testing Initiative at the National Center for Education Statistics. That was followed by seven years as a Senior Program Officer at the National Research Council, where she conducted research and wrote committee reports on a wide variety of education topics. Family considerations brought Naomi to Bend, Oregon in 2003. As a consultant, she has continued to use her expertise to help organizations conduct high-quality education research.

Victor Chudowsky, Ph.D., works on data management, statistical analysis, and report writing. Victor has expertise in research design and methods, surveys, focus groups, and policy writing. Before joining Naomi's consultancy, Victor worked for the Meridian International Center, a major contractor in the U.S. Department of State. There he worked closely with the U.S. diplomatic corps to design training programs for visiting foreign dignitaries. He received his Ph. D. from the University of Connecticut in political science and won a federal grant to conduct public opinion research in Ukraine. Victor was elected to the City Council of Bend, Oregon and serves on the boards of a number of community organizations.
